Hamburg: Planned SAF mass production has failed

The vision of more environmentally friendly aviation through the use of sustainable aviation fuels (SAF) has suffered a severe setback. An ambitious large-scale project in Hamburg to produce SAF has been discontinued, according to a response from the Hamburg Senate to a minor inquiry from the Left Party.

The private consortium that planned to build the facility in the Billbrook and Rothenburgsort industrial parks has decided to abandon the project. This development raises significant questions about the future of sustainable aviation, particularly in light of stricter EU regulations intended to promote the use of SAFs (Safe Aircraft). Just a few days ago, representatives of the Austrian Chamber of Commerce warned that overregulation could deter potential investors.

In June 2022, the "Green Fuels Hamburg" project was announced by a consortium consisting of the energy group Uniper, Siemens Energy, Airbus and the chemical company Sasol Eco FT. The aim was to produce at least 2026 tons of green kerosene per year in a first expansion phase from 10.000. This amount should contribute to reducing CO₂ emissions in aviation, an industry that is responsible for around 2-3% of total CO₂ emissions worldwide. Hamburg Airport should need around 2025 tons of SAF from 7.000 in order to meet the requirements of the new EU regulation, which is intended to facilitate access to aviation fuels containing SAF.

Reasons for failure

The exact reason for the project's failure has not been publicly disclosed. The Hamburg Senate simply stated that the consortium had decided not to pursue the project. This suggests possible economic, technical or political hurdles that make its realization impractical or unprofitable. The Left Party's environmental spokesman Stephan Jersch expressed concern about the lack of availability of SAF in Hamburg and doubted that the airport's needs could be met. The failure of the project means that the city now faces a significant challenge in sourcing the necessary quantities of SAF.

The lack of SAF production in Hamburg has far-reaching consequences. On the one hand, aviation remains heavily dependent on fossil fuels, which complicates efforts to reduce greenhouse gas emissions. On the other hand, Hamburg is at risk of not being able to meet the requirements of the new EU regulation, which could potentially result in sanctions or additional costs. The Senate stressed the need for greater support for such projects by the Federal Ministry of Transport in order to drive forward the urgently needed transformation of aviation.

The role of politics and economy

The case of the failed "Green Fuels Hamburg" project shows that politics plays a crucial role when it comes to improving the framework conditions for the development and use of SAF. The Hamburg Senate has already contacted the Federal Ministry of Transport to promote greater financial support. At the same time, companies are also being asked to promote innovative solutions and investments in new technologies. The participation of well-known companies such as Airbus and Siemens Energy in the planned project shows that there is interest and expertise. Nevertheless, financial and regulatory hurdles must be overcome in order to put such projects into practice.

The end of the project to produce sustainable aviation fuel in Hamburg is a setback for efforts to make aviation greener. It shows how complex and challenging the implementation of such large-scale projects can be, especially in a sector that is heavily regulated and dominated by traditional structures. The future of sustainable aviation now depends on the ability of politicians and industry to work together to find solutions that are both ecologically and economically viable.
